The Current State of Zero-Day Vulnerability Trends in Late 2025 As we navigate the tail end of 2025, the zero-day market has matured into a sophisticated, multi-tiered ecosystem, starkly different from the nascent scene a few years prior. My team and I at AGMP Partners have observed a significant uptick in highly targeted zero-day exploitation, shifting away from broad, untargeted campaigns. The geopolitical landscape and the increasing financialization of cybercrime have undeniably fueled this evolution. Nation-state actors continue to dominate the top-tier market, seeking access to critical infrastructure, intellectual property, and defense secrets. However, the mid-tier is increasingly populated by well-funded criminal organizations and private offensive security firms, often operating as intermediaries or offering “access-as-a-service” using discovered zero-days.
